Australia’s new parliament will meet for the first time on September 28 after last month’s election catapulted to power a minority government for the first time in 70 years.
Julia Gillard-led Labor party won the support of an Australian Greens MP and three independent lawmakers after protracted negotiation following the August 24 general election.
The appointment of the executive remains an outstanding issue.

The result of the Australian 2010 election is a hung parliament, which means that Australia will remain in a period of continuing uncertainty in relation to migration policy. A hung parliament means that neither party (Liberal or Labour) can pass laws without gaining support from other parties or independent members of the House. This outcome is that the Green party and Independent’s have increased power.

As of 1 January 2010 Subclass 457 visa holders whose visas were granted before 14 September 2009 are required to be paid market salary rates or a prescribed salary rate (whichever is higher) to bring them in line with people issued a Subclass 457 visas since 14 September.

More than one major industry within Australia faces the very real prospect of skilled labor shortages, and in both instances industry leaders are looking to skilled immigrants to bridge the gap. On one end of the spectrum is the IT sector, which needs to keep up with the demand created by a $43 billion National Broadband Network project for the Australian government. On the other end of the spectrum is the Oil and Gas industry, which is trying to handle a number of new Liquefied Natural Gas (LNG) projects, including a $43 billion initiative of its own – the Gorgon Project for joint partners Chevron, ExxonMobil and Shell.

A leading Australian immigration and international recruitment company has backed recent comments by the Premier of Western Australia that Australia could face severe shortages if a number of large projects on the drawing board come to fruition.  The Premier went on to say that there may be a need to relax migration laws to enable the skilled workers that will be needed to gain access to the country.

Australian businesses continue to rely on overseas labour to fill a skills shortfall despite the global financial crisis freeing up the labour market, according to a report.

Accounting and advisory firm KPMG, which will release the report today, warns that WA's skill shortages could get worse as major resource and energy projects gear up.

Leading Australian immigration and overseas recruitment company, ISA Group has opened an office in Darwin in Australia’s Northern Territory.

The company, which has its head office in Perth and an office in Bunbury, Western Australia, as well as two offices in the Philippines, made the decision to establish a base  in the Northern Territory on the basis of activity in the region.

“There are many large resource projects either underway or in the planning stages that are using Darwin as a base,” says ISA Group Director, Brett Merrey.

Significant changes have been announced this year regarding the Subclass 457 visa program. Some of the changes have come into effect, while others will be introduced from 1 July 2009. Changes range from an increase in English standards for some occupations and the introduction of skills assessment for applicants from various countries through to greater requirements of employers in respect to training and the need to demonstrate the benefit to Australia of employing overseas workers.

With two joint venture partners, ISA Group has established a skills testing and training centre in Manila aimed at international businesses that recruit skilled labour from the Philippines.

Not deterred by the current global economic downturn, ISA Group invested in the centre after identifying the need for a ‘one stop’ location to interview and skills test candidates when it was recruiting a large pool of skilled workers for an Australian project.

ISA Group has introduced a monitoring and compliance service to help businesses that sponsor Subclass 457 visas meet their sponsorship obligations.

When a business sponsors a worker under the subclass 457 visa program, they agree to a set of specific requirements, also known as undertakings. These undertakings are a part of immigration law and must be met.
